Predict the scenario

The project imagine the possible scenario of Jakarta where there are over population, sea level ,and lots of poverty. If the city are not suitable for living due to the sea level ,so those who can afford the ticket to leave the city will leave the Jakarta and left the city behind, but what about those who still live in the city and cannot afford the ticket?, so they have to live with the existing city and the people that I mentioned is people who lived in slum. So when they realized that no one control this city anymore they will start to invaded the city by start to live in the existing high-rise which is a better condition than the slum, then they will start to do the slum thing that construct the space by pick up the element that they found to extend or repair their space.
